I've been trying some games as USCA and Chile, but since I'm a democracy and the liberals are always in power, I can't build up my own industry. If I focus capitalists, they don't do anything, because they have no income, since there are no factories. How do I get out of this loop?

On a side note, it seems like one way to get out is to revert to a monarchy. USCA starts with a bunch of reactionaries allowing to revert reforms, but when I tried to revoke voting rights, an event immediately brought them back. Then when I made the Upper House appointed, an event made a Bourgeois Dictatorship (only liberal parties can hold power), so that approach went nowhere. Any ideas on how to become a monarchy instead?

National Focus party loyalty to someone without LF economics.

To become a monarchy you have to be a presidential dictatorship (I think this can only be done by reactionary rebels), AND THEN be overthrown by reactionaries (again).

I'd say you need some basic prosperity before promoting capitalists, then it works (at least it worked for me). When they promote to capitalists pops have some reserve cash they can spend to start factories. The problem is that between low population, low literacy and poor techs, the early situation is not that conducive to industrialization.

Improving RGO and getting migrants should get you there and industrialization starting in the 1870s should happen. Reverting to monarchy is a long and tortuous way. Reactionnaries rebel may switch the regime to presidential dictatorship and then another wave can bring you to absolute monarchy.

There's not much point to it as South America's population is too low to support a useful amount of factories. Being a democracy,however, is useful as you get unique anti-emigration affects from it on the American continent.

Are you trying to industrialize too early? You can carve out a nice industrial niche for yourself as Chile due to their resources but it would be a bit more difficult attempting to do so as USCA. Most of their cash crops aren't very conducive to industry.

Regardless, your two main constraints will be industrial resources and population. It's best to focus on the absolute basics (literacy, political reforms, techs) and then encourage high-value added factories around the turn of the century. Radios, telephones, automobiles, aircraft, etc... To do this you should take out Cambodia or some African states for their rubber and maintain a high prestige.
