I agree, import cotton and build some fabric/reg clothes factories. Wood-lumber-furniture is fine for fleshing out your industry, but belgium probably should focus on something with
a cheap and easy raw material and a high profit end good.

How's your iron and coal supply? If you can support it without importing then go for it. Just remember that anything you import comes out of your pocket, while the profit goes to your pops and you tax them to make your money.
