Something I've noticed in my last couple of games is that when you construct a new building it gets sorted so that it's right next to all of the other buildings of that type. So say you build an alloy factory after you've built a couple of research labs. Instead of leaving the Alloy Foundry in the last built position it'll move the building back to the slot that was unlocked around ~30 POPs in.
This makes for great readability, but it also means if someone abducts/kills the POPs through orbital bombardment then it's not the building that's going to get destroyed when the number of POPs drops below that level. I'm not sure what the preferred order is for sorting purposes, but it would likely mean you always take a hit in one resource rather than whatever was built last.
