what countries start off being able to build your own factories? All I know is Sweeden..
also, what are the negative effects when the people vote and I just change governments anyway?

I don't know all of them off the top of my head, but any party with state capitalism (which is most reactionary parties and some conservative ones) can do it, of course.

Negative effects: militancy and consciousness gain for changing the ruling party as a monarchichal government. That's it.
