Currently it's only possible to gather weaponry technologies from debris. If you focus alot of research on those technologies initially, your empire is weaker economically and has more issues with growth and colonization. This gap can't be fixed by researching debris.
It would be cool to be able to build a research station - either in orbit, or on the planet itself. Maybe even transform the administrative building into a research station.
This would cede the planets other development to AI - you basically give the alien race free reign over the planet (but not the spaceport), other then the research outpost. It would give a basic society boon. With the research outpost you could do 2 different things:
The diplomatic relation with the associated empire should of course be affected if you forcefully experiment on them.

- Observation and Friendly research - trying to understand the aliens and their ways. This should improve happiness of the aliens more quickly. It could also have a random chance to give society technology the alien race had, if their happiness is good (the aliens teach you their ways).
- Forcefull research - experimenting on them, extracting information via mindprobes and whatnot. Also a chance to get society tech that the alien race had. But it decreases happiness, and if you don't have an appropriate garrison on the planet they could start to rebel (as they are not primitive)
