Why not ? Make an army level HQ under the Theatre HQ, call it Admiralty, and you have your Admiralty. The Admiralty is based on land, so it is a land unit. Army and Navy, although kind of indipendent, still need to coordinate each other, hence they need a higher HQ in common (presumably Theatre HQ). Makes sense.

Only problem I have w/ the command structure right now is that your "Admiralty" will have a 5 Star General instead of Admiral in charge.

c'mon.... MacArthur / Von Kluge in charge of the US Navy / Kriegsmarine?:rofl:

Is there a way to reinforce HQ units with MP's, Infantry, or Artillery? Basically can you add Brigades to a HQ unit?

Yes, by merging them (I think the hotkey is 'r', but I'm not sure).

I sometimes wish the whole HQ thing would be off-the-map issue, micromanaging them and their distances to divisions is sometimes a bit painful especially with major powers.

I mean, HQs could exist in a separate order of battle sheet where you could assign them to command different divisions, armies, corps and fronts. They could be placed physically in certain provinces and their distances would affect effectiveness on the map but moving them like regular divisions is quite annoying. It's also not very realistic that OB West or entire Army HQ ends up in fighting battle (OK maybe Stalingrad etc. but not on a regulare basis). Anyway I'm against having them being represented as a fighting force.

I can figure some people like to move them around like divisions, so Paradox could make it an option, on the map HQ's or off the map.

Why are you getting the HQ units for free ? I say that the HQ units is very important.
Isn't it time to make the HQ units buildable insteed of get them as free units. Than you can organise your armys and theaters as youy like, the only limitation is the radio lenght to proper command your armys.
I suggest also to make HQ's for each branch, Land, Air and Navy.
Than you can build your warmachine more as you like.
Another detail is that a each HQ level would be at different. A HQ unit is NOT only a staff of officers, it contain a lot more support units and each level would have different manpower and stats. An army group HQ should be a lot bigger unit in manpower than a corps HQ for exampel.

The cost of HQs is that they need to be reinforced to full strength, they are very expensive in terms of officers, and they "waste" an infantry brigade's worth of men.

They may not cost a lot of IC to built, but there's a definite cost to having too many of them.
