Build a manpower reserve?

Playing as Macedonia, I've been given this mission twice. What's the real meaning? The hint says I have to reach a manpower of 0,9%
A 0,9% of what? After two long (and victorious) attrition wars with 'The Big Yellow Blob', my actual manpower pool is 20K of a maximum of 208K. The first time I got this mission I reached almost my maximum manpower, but not accomplished the objective. How is it measured?

You have to reach 90% of your manpower limit (208k * 0,9 = 187,2k) before you fight another war. If you declare war on another nation or if another nation declares war on you before you reach that number, you fail.

Ah! That makes sense (The first time, I almost had reached the objective, but I grabbed an opportunity to take a bite of Asia Minor). So there is a mistake in the hint: it should say 90% instead of 0,9%. Thanks a lot.

De nada, guys. I didn't mention that there's also a time limit to accomplish the mission, but I guess you already had that figured out.
