1. You need to have all the colony provinces colonised (although not necessarily by you) - this has been the case since 1.01
2. Think about it - if emmigration is happening, immigration MUST be happening. Immigration is not happening to you which means your policies are not attractive enough. There is less emmigration in 1.03b compared to 1.03 because of the bug fix for middle classes (clerks) which gives them the correct (5x 1,03) income.

A suggestion. Could we mark threads such as this as "NO BUG"; "WaD"; or some such? Right now this is not too bad with only a few to read through, but later on this may become difficult when there are dozens of threads and we need to maximize our time by reading either what definitely ARE bugs or what definitely are NOT bugs.

So is the colonization 'working as intended' then? Requiring all provinces to be occupied by a claim building seems a bit harsh in my opinion, especially for some of the larger african states..
