Assuming you got rebels in your country that are friendly to you? Yes that's a bug. Allegedly fixed in the current hotfix, but I haven't tried that yet.

Sorry for the short description. Yes friendly rebels. I haven't tried the hotfix either. Mayby I should now.
do keep in mind. that the hotfix might not automatically fix your issue in the current save game. I will prevent it from happening again however.
hey. they are basically free garrisons for you. they could came in handy...
Not only are they free garrisons, they will actually attack anyone that isn't Russian and tries to siege a Russian culture province.
