Only a small one.

As King, you get major penalties with your vassals for holding too many duchies. However, as a Duke, these do not seem to be applied leaving you free to hold as many as you like.

Not a bug. Such penalties can work for a king, because kings can actually hand out their duchy titles without losing the vassals they're given to. Dukes can't do that, so it would be unreasonable to suffer penalties for having the titles.

So a duke can control 3/4 of the Byzantium Empire simply because he didnt gain a kingship? Which is exactly what just happened in the MP game Ive been playing for the last 2 weeks. He had no trouble controlling such a large territory yet because I had a smaller kingdom I had internal strife everywhere.

Maybe its not a bug, but it should be looked at. You shouldnt be able to have unlimited size simply because you didnt gain a kingship.

When you create a kingdom you suffer a trade-off. The pros of getting the kingdom are that you can set crown laws, get a prestige bonus, and have more opportunity for de jure conquests. Further, with some succession laws, you will be able to keep your realm together, even if the lower ranked titles get parceled out to other dynasts and should have less of a problem with factions because you have fewer vassals to keep in line. The con is that these vassals that you can more easily manage are also now much more powerful than a handful of counts, and you don't have much of a choice if in trying to keep them weak, because you have to hand out the duke titles, and once they're dukes they'll be angry if they don't control their full de jure duchy.

Also, I've had plots aimed at me by other dukes in the same realm to try to get me to give a ducal title to one of my vassals, which I think is intended to try to curb superdukes. Unfortunately, once the superduke has snowballed enough, the plotters can't beat him down. Maybe it would be better to move it to factions, to make it easier for supporters to join in without needing an invitation, or liking the plotter/leader, though it would involve factions that aren't targeted at the liege.
