Bug with guaranteed habitable planets

I'm currently running 2.2.2 stellaris_test.

In several games I've noticed that I do not find the 2 guaranteed habitable planets despite the starting setting saying so. Instead I get a bunch of planets of the opposite habitability type. For example in a recent game with continental preference, I found no wet planets anywhere at all, but I started with 3 savanna worlds nearby (20% habitability).

It may be that an AI empire got your guaranteed planet - happened in 2 of my games - the AI got my habitable planet just 1 jump away from his capital.
Probably happens when nation's spawn too close to each other.

Probably happens when nation's spawn too close to each other.

Could be but it's happened when there were no nearby empires at all. Unless "nearby" means like 12+ jumps away.

I had the same bug. I had two planets very close that I could colonize, but they weren't of my type (Alpine). The first (and only) Alpine world I found was about 8 or 9 systems further, next to a FE. An other Alpine world was found later, about 12 systems further, in a system with 5 small planets. I had never seen that before.
