I just tried USA, Italy, Soviet Union, and Germany. I also become fascist as Canada normally and it was still the dominion of Canada flag.
I haven't checked the game files to see if there are other flags or if older visions to see if there are flags. Off the top of my head I don't remember there being other flags but if there are supposed to be they are bugged and not showing.
