Bug with edicts and empire sprawl in 2.2.4 and 2.2.5?

I noticed that the cost of some edicts is not reduced when I research techs that increase admin cap. I have a game where I have a high admin cap from repeatables but all the weapons/shield edicts have a massive cost associated with empire sprawl. Is this a bug or intentional?

Thats intentional, certain edicts are hooked to Empire Size, not Empire Sprawl. Completely working as intended.
