USA DOW logic

I'm currently playing the UK in '42. Japan has DOW'd on both the Allies and the USA. However, the USA still remains neutral and refuses my offers to join the allies. This doesn't make any sense.

Playing as the US, I've noticed you can only join the allies if your war entry is at 100.

So in your save game what is the US's war entry score?

Their WE is 100%...it's now been ~1 yr since they went to war w/ Japan and they've refused about 7 requests to join the Allies.

While we are at strange US dow/allies thing, a friend of me managed to dow with the US start of sep. 1939, think it was the 1st.
