BUG?? Treaty With The USSR Not Working As Explained

I got the 100% research bonus to my 1941 tanks but not the 2 year advance reduction.

Instead of going for the 1939 Medium Tanks in 1937, I held back and researched the 1939 Medium Tanks in 1939, and had the Treaty with the USSR event fire after the research was completed.

I should now be able to research the 1941 Medium Tanks without the 2 years ahead penalty right? Because I'm not getting it. I get it when I do the 1939 tanks in 1937, and rush this event but not in 1939, when I want the 1941 tanks.

The reduction is for a specific level of medium tank. Delaying the research for better versions will not work. You get a two year reduction only to research 1939 medium tanks in 1937. It will not work to advance 1941 medium tanks to 1939. Ergo, not a bug. I made the same error once which is how I know of it.

If it doesn't say so in the tool tip, then it would be a BUG or at minimum, a failure in programming, to add a few words.

I'm not sure why I should have to guess, which model of tank they mean. That should be known, before I spend that much time NOT producing 1939 tanks because I'm waiting for the 1941 ones. I now have to scrap an entire game because someone is too lazy to add a few words to a tool tip.
