I've been terraforming my worlds into gaia worlds for the improved habitability and +10% happiness.

I noticed that, when I do this, sometimes a bunch of my districts vanish.

Here's one of my planets before being terraformed. Note the districts are 6/2/7 energy/minerals/food.

Here's the same planet shortly after being terraformed. Now I'm down to fewer max districts, and my actually built districts are 0/2/0.

It looks like the problem is that something happened to my max districts because my planetary features changed.
And then something else triggered and said: "hey, your built districts are larger than the maximum, let me reset that to zero for you."

I can confirm, from personal experience, that this is fixed in the 2.2.5 beta. Though if you don't want all AI empires to start REALLY cracking down on crime, I recommend you swap over just long enough for the Gaia terraforming to finish, then go back to 2.2.4.
