Minor trade imbargo bug

This is pretty nitpicky - But it took me a while to figure out..

When at war with a country, if you trade embargo them the message box will tell you that you will suffer a -1 stability hit, but in fact you will not suffer any stability hit (you only suffer the hit if you're not at war).

So basically, the message box is giving improper information.

Another pretty minor trade bug which I'm not sure is in the bug list (sorry, can't recall) is that it's possible for two countries to simultaniously have monopolies in the same COT. This has happened to me in multiplayer games, but I don't know if it's multiplayer related.

I have a save game with problem #2 if anyone is interested.

It's gotta be an MP issue as this is supposedly fixed in single-player games.

keep your save game, I might ask you for it if I can find someone to play MP and if I have the time for it.

#1 is bug#174 and your #2 is bug #175.
