"Russia" as revolter

I'm not sure anything can be done about this one, but I thought I'd post it here anyway. In my current game as Byzantium, Russia never formed--Muscowy and Novgorod are still fighting each other in 1526, having absorbed Tver/Pskov/Vladimir/Ryazan. However, Kazan had the province of Vladimir revolt (it conquered Vladimir from Muscowy) and form "Russia" for all of 2 months before they reconquered it.

Having Russia as a revolter before it ever comes into being seems wrong.

Its not supposed to happen before 1520 and Muscowy cant be at war for it to happen

As I said, this happened in 1526. Neither Muscowy nor Novgorod was at war at the time--they have fought each other on and off for a century, but were at peace then. Neither controls enough of the key provinces needed to form Russia, and so Russia has never formed. Still, it appeared as a revolter, which strikes me as silly. Russia is not Persia/Holland/etc. It did not come into being through revolution, it came into being as a natural outgrowth of Muscowy.

It's silly, but it's not really a bug, just a weird feature to make sure Russia can appear (who knows if history had been different, mayb Muscowy would have revolted from a Novgorodian empire and form Russia? ;) )

It could be handled like Spain. The SPA revolt definition includes "no = CAS". If Castile exists, then Spain cannot revolt.

The RUS revolt definition could be change to "no = MOS".

Still not a great solution, but a little better.
