This is more of an oversight than a bug, I think: Reformed Norse rulers can't use the Holy War CB across sea zones until 1100. Just seems rather odd to me.
It's actually that nobody can use the Holy War CB across sea zones until 1100, unless it's against Muslims or Muslims attacking (potentially each other). I suppose that it is plausible that the Norse would be able to attack across sea zones, seeing as they get to do everything else with sailing. I will add an exception for them. NOTE: This means they will be able to Holy War across sea zones before Catholics get to do so against them, which might be imbalanced, but then again, if you're Reformed Norse attacking the Continent, well, that's probably fine that they can't strike back except if you actually win and establish a foothold. Crusades, of course, might get triggered (and then Great Holy Wars soon after).
