I think that it's a bug (or a feature?) related to the Theodosian Wall historical Great Work, it affects both garrison and levies exclusively in the Constantinople county and if you disable historical Great Works in the rules (in the Various section) the garrison and levies work properly.Any idea why this is happening? Or perhaps this is working as designed and I miss something in the changelog.
I think that's not what is happening, the AI still has the original 9 counties that it gets from the history. Instead if you start a game with the Aglabhid emir you will note that he starts with raised levies, but the levies in his holdings are not depleted, s̶o̶ ̶h̶e̶ ̶c̶a̶n̶ ̶r̶a̶i̶s̶e̶ ̶t̶h̶e̶m̶ ̶i̶n̶ ̶a̶d̶d̶i̶t̶i̶o̶n̶ ̶t̶o̶ ̶t̶h̶o̶s̶e̶ ̶s̶t̶a̶r̶t̶i̶n̶g̶ ̶t̶r̶o̶o̶p̶s̶, but he can't actually raise them. I think it's basically just a visual bug, he doesn't get more demesne levies than his maximum starting value. Yesterday I've reproduced it in the Basil II 1018 start, Golden 1 with no other mod and default installation except for no ARKOPack Interface and no CPRplus:Yes, this makes sense, although I'm still wondering whether it's actually intended by the HIP team or just an oversight. That historical Great Work bit on the other hand, seems to be a bug indeed if true. Sure I can just pretend it's a fun handicap but it seems weird that I don't have the same problem with other starts.

And I think that this issue persists through a campaign, I'm several years in my Isaakios Komnenos campaign and I still haven't fully garrisoned Constantinople.
About the issue with the troop count of the Aglabhid emir, I think that it's inherited from vanilla, you can reproduce it using no mod. It's confusing for sure, the human player might very well believe that the AI can raise more levies, but probably it can't be helped.
