Sorry, if this bug was already reported, but the forum's layout got quite confusing since the last time I visited 
So, like the title says: The bug is, that, when I was playing Axis, suddenly a peace conference triggered in which (almost) all Allies unconditionally surrendered -- even those that weren't occupied.
What led to this bug?
I was playing a game with Japan trying to get the achievement, where you have to make all nations fascist. (Yeah, I own the game since the release... but I never finished this achievement, just takes too long )
I played on historical iron man and went down the historical Japanese path, except I avoided going down the Greater East Asia sphere/Marco Polo path because they are basically weakening you and make it harder to join the Axis.
So, after defeating / puppeting China and defeating the Soviet Union I went on to "clean up" China starting with Guangxi and then Yunnan. It was around 1940/1941 and the war in Europe was historical except for the Soviet Union ceasing to exist. So Germany defeated the usual subjects by that point.
Yunnan was guaranteed by Free France and after I declared war, all of the Allies joint except Britain and its puppets, probably because I had troops stationed next to Hong Kong. At that time USA had not joint the Allies either. After the declatation of war, Yunnan did not join the allies, but staid un-aligned, for some reason. (I guess Britain didn't want them in.)
When Yunnan surrendered it suddenly triggered a peace conference for all Allies that joined the war against me, including France, Poland, Dutch Indonesia (even though it was completely unoccupied).
So, yeah... good for me, but of course, this made the game way to easy.
Also, it showed a further bug, that shows up in basically every game: Germany is ignoring the Cesky Tesin area in every peace conference. Please fix that. We want nice borders
