I discovered the transmission and chose to research the project. The end result was Transmission Decoded. I elected the option for +8 engineering, without realizing it was on a habitable world, and the +8 engineering simply did not appear.
I tried to use console codes to add it, to this and other worlds, but no effect there either. I'm not certain what part is broken, but I'm fairly certain in 2.0 you dont have resources on habitable worlds.
