As you can see, the text 'It is not possible to remove provinces from the HRE while in a truce with the Emperor.' appears twice in a row. No idea what causes this, but I was recently in a war with the emperor Nassau as Sweden.

I am currently playing an Ironman game to form Malaya. I started as Malacca, so I am a tributary of Ming. I just realized that I cannot form them because if I am a tributary, I am technically a subject, so I cannot form them. I find this very annoying because now I cannot form any nations as long as I was a tributary. I also had a Jianzhou run to Manchu. I took all the provinces needed, but again I was Ming's tributary, so the glitch happened. WHY!?!?

Stop being a tributary. Then form nation. Become a tributary.
