While playing as Aztecs I had a queen and made my male consort into a general, this prompted the "too many generals" banner but didn't seem to actually cost me millitary power. Every time this general dissappeared (I assume he died) I would instantly have a new consort which I could turn into a general, not sure if this is how male consorts are intended to work.
