Puppeting is screwy
Ok, so I realize that you, not your allies, have to control 2/3s of the target country's VP provinces and capital to puppet - hopefully this bug is being fixed.
However, I seem to have run across another puppeting bug. I'm the US invading N Spain. N Spain had taken some of France (France said no to Vichy).
Well, I've captured every N Spain VP province but one worth one point including the capital. I don't want to take that last province as it would involve killing pretty much their whole army - nullifying the point of puppeting - and I would probably still have to annex, with no option to puppet.
I have verified they only have the 1 VP province left in the ledger. I *think* the problem is that since they had some French VP provinces, those provinces count for the purposes of puppeting N Spain...but those province automatically went to France, as my ally, meaning it is impossible to get the 2/3 of VP provinces I need to puppet them.
