In my game, pre-sapients (whose species name is the same as the name of a species I have, confusing initially) came to my world as refugees; fleeing purges from a Devouring Swarm.

Don't get me wrong: upliftable pops are welcome! But I assume this is a bug. On the plus side their special trait is Natural Intellectuals, so this feels thematically appropriate since they somehow figured out how to steal a shuttle and skip halfway across the galaxy!
