Bug or not with liberating following nations?!

Annexing Luxembourg as Germany and Estonia (I believe it was with SU, not the case with other Baltic nations) cannot liberate those nations after the annexation?! Why?! I like to annex then to liberate nations, why some dont appear in the Liberate list?!

As DR, my fatherland is considered core-land thus you cannot liberate it.

As SU, it should be the same after the "Molotov-Ribbentrob" event.

You should wait some time. In future you will liberate this nations(Lux you cant liberate because Ger have core for this lands)

AS DR, there are quite a lot of nations it can liberate. Some a funny, some are "useful" (reducing TC), some are totally uninteresting.

Tip: see revolt.txt for what countries need which provinces.
