Bug or Feature: Vanilla Mamluks Stuck at Permanent 20 Legitimacy

The recent CoC DLC and its conjoined update added the new Mamluk government form. Unfortunately, those do not have the DLC's Mamluks are drastically weakened since without the DLC, the game's-given kings always start with 20 legitimacy. There is no option for anything else upon a monarch's death.

I am hoping this is just an overlook due to the fact that this creates a huge power gap in Egypt between players who have and do not have CoC. It is also historically inaccurate;

No Sultan ever had to dish out 20 American buckaroos just so his successor didn't have -.60 penalties to everything.
