Once you centralize France and get rid of the French Duchies modifier, you have no "strong duchies" available from the nobility. One could argue it makes sense because now France is centralized and doesn't need vassals at all - but it feels like a nerf to centralize because strong duchies is a good modifier for every nation to have.
