As Savoy I declared a war of conquest for Pisa and invited my allies. Due to the computer's uncanny ability to react quickly one of my allies managed to move 1 regiment into the contested Province seconds before me and thus be the one to actually conquer it even of they're totally outmatched by my 20-regiment army that sieged along with them. Warscore is at 100%, all provinces are occupied but I can't claim Pisa in a peace deal since I'm not actually the one controlling it.
So, bug or feature?

I heard it's a feature... I don't like it myself, didn't like it in EU3 either. More often than not I used the console in that game to tagswitch and force a peace, in EU4 I just make sure to occupy what I want myself or wait until the AI gets bored and white peaces out (then plot my irrational revenge against them for their idiocy).

Try moving your army out of the sieged province. If the allied army attaches to your stack, then cancel the move. You will now be siege leader.

Your ally will be likelier to attach, I think, if there is an enemy army in a neighboring province, and you move as if to attack it.

Alright, so it's a poorly implemented feature then :p
I kind of like the fact that the various participants in a conflict can use it to further their own goals, but it seems rather stupid that just because a 1-regiment army got there first, I don't even get to demand the transfer of the province I started the war for.
I considered cancelling alliances and such to see how that would work out in terms of the conflict, but didn't want to ruin my ironman game.

Lol dont stink at the game and you wont need to cheat!~

There are numerous ways to defeat this issue, number one is simply be aware of it. Pay attention to who is seige leader, dont call allies when they are not needed, and be ready to pounce on your goals asap.


Likewise, it's also a good way to keep your allies from gaining land you want in the future, spain dowing naples when you want the land? Beat him to the seiges and spain wont get a darn thing.
