This is a philsophical debate here. EUII was an event driven game, you played for the events. With HOI there are far fewer events. I happen to like it that way. To simulate Beck and von Fritsch in the game they both have low loyalty. If things start to go wrong then they will be more likely to desert you. If you want an army commander who is more loyal to you then it is up to you to replace Beck and von Fritsch. The choice is all yours, it is a feature of the game.

Ok I need to look into this. I think there is a small error in the file which upsets things a little. Otherwise both Halder and von Brauchitsch would be there in 1938.

OK I managed to find out why Halder and von Brauchitsch do not appear. I will log this as a bug and suggest a couple fo work arounds for Paradox.

Yes that is what is happening. If you edit Hitler to allow PA's then you get Halder et al ppearing but also the ministers from the rightwing coup government as well. If we were to make a facists Halder then this would allow to appear but also make him more loyal to the regime. Not perfect either. I have suggested both and left it to paradox to decide.
