No move to St.Peterburg in 1700 scenario

When I play Russia in the 1700 scenario, and conquer Ingermanland, I don't move my capital to St.Petersburg, probably because the event is marked as triggered.

So the suggestion is to remove the #Stetersburg# event 3424 as being already triggered, from 1700.inc?
