BUG: Minister effect: Time reductions not working

The air sup minister have antiair brigades +10%

This according to the minister effects file means 10 % reduction in cost and time (my italics).

This is not working. Cost is reduced, but time is not. To check, start as UK in '36 and que up som AAbrigaded units of different flavors.

Hmmm could you check for some other traits like this one?

School of Fire Support (Chief of Staff) does not reduce arty bde time.
Elastic Defense Doctrine (Chief of Army) does not reduce AT bde time.
Armored Spearhead Doctrine (CoA) DOES reduce Eng bde time.

Haven't found any besides the AA/Art/AT brigades yet that aren't working.
