Playing a grand campaign as Sibir (hey, someone had to), I find that I can't send merchants to Astrakhan because it is overseas, and I have no ports. I have no idea if the other European COTs are overseas (I don't yet know of any); but I am cut of from one of the only two centers I know of at start. This isn't good.

This is an artifact of the division between Europe and Asia that runs through there, in combination with the known bug:

If you own a CoT that is not on the same continent as your capital, you can place merchants but you won't get any income from them until you have a port on the same continent as your capital.
