Multi: Sending too many merchants ?

Is that a known bug:

When playing in multi, it seems that I can always send N merchants +1 to various CoT.

I.e. if I have at least one merchant, I can click twice on the button (as if I were having two merchants). If I have three, I can send four. Etc...

Yes, this is called "lag merchants", a widely known bug among the MP community, one that is generally frowned upon if you use it to to your advantage in MP games. I doubt a fix is possible, as it is related to lag, and would probably require major changes in the game's network coding.
