Can't Declare War on England

Hi, I'm having a problem and was wondering if anyone else had experienced this.

I'm playing a GC as Scotland, and it's 1472. I own all of the Isles except Anglia, and the End of the Hundred Years War has occured, leaving England with only Anglia left. After this, however, I cannot declare war. I've left the cursor over 'Declare war', and it says something like, you must wait until February 1472, when it's already April 1473. I have diplomats, they're not granting me access, we have no allaince or royal marriage, and my stability is +3. I reloaded an earlier save, again played to the end of hte Hundred Years War, but this time England retained most of their French possessions. I am still unable to declare war on them. If anyone has any idea if this is a bug or I'm just doing something wrong, I'd appreciate it.

The problem is that England has probably sent you a diplomat. You cannot do any diplo actions with another country when they have a request pending to you.

That's usually the case. I thought we got the mouse tip changed to say, though, instead of the stupid "you can do this until some time in the past"...

Hrmmm, I didn't have any diplomacy pending, but I loaded up in 1483 and I was able to declare war. Of course, now they have their French lands, so I actually have to work for it now
