I produce enough electricity, however these buildings in the background are complaining of lack of electricity. It is a bug or am I doing something wrong? It may be that I go too just of electricity?

I think this can happen when the arrow is in the yellow area. Your screenshots resolution is to low but are you sure it's in the green? Else add just one small plant and all should be fine.

Do you have linked both/all parts of your city? Can't rly tell as I cant see all power lines. So if you haven't linked all parts that produce/consume electricity (and thus make it one electricity network), your problem may be the result.

Actually it seems he have enough power, however apparently he has disconnected portions that aren't visible. Seny Androide, can you provide us some screenshots showing both sides of the power lines linking your city's regions?

You can clearly see in the picture that they are connected as it is all blue. It is because he is in the yellow and getting low on electricity. I've had this happen many times.

I'm not sure if the righmost portion is really connected with the rest of the city. If you take a closer look, you'll see the sewage plants are feeded by eolic plants, but if I see correct, the rest of the city is feeded by a coal plant and a garbage incinerator. I'm almost sure the problem will solved when he connects the eolic plants with the rest of the city, because the same happened to me.

Being in the yellow zone does not always mean you will have shortages. Just means you are close of achieving (or even getting over) the capacity. But in this particular case, the energy consumption is below the capacit.

As above post says. power produced in 2 halves of city may not be connected. so right side showing shortage icons just means exceeding power from the production it has links too. connect 2 halves together and all will be fine.

if that blue thing on right is poxwerplant, it feeds only water stuff I see, need to connect to these buildings in red because other powerplants feeding the other buildings in blue can't feed more buildings, not enough power for... if that one already feeds them so add powerplant but it will be needed anyway, looking at the yellow bar...

Do you have any incinerators that aren't connected? I once had a "incinerator park" that was giving me some headaches. I almost forgot that they where producing power and therefore they showed up blue.

I had the same issue. I believe you're experiencing what's known as a brownout, caused by the distance the electrical current has to travel from the power generation facility. Try connecting the wind turbine (I assume) that are powering your water treatment plants up with the rest of the city. That should hopefully clear up the problem.

no limit to distance for power, but yea because the shortage shows on the right its clearly not connected to the outlets just to the right of it, because the shortages are on the side thats futherest from the power source. So if it was connected and there was a shortage it would show elsewhere.
He just needs to both connect it and also being so close to the limit anyway add more power plants too.

To summarize some of the other comments, the power panel shows total electric production from all plants and total consumption from all buildings, but it assumes that all grids are connected. If you have a separate grid like it appears you have for the waste treatment plants, the info can be misleading. It would seem you have more power than needed for the waste plants, but the excess can't be fed into the main grid.

No. You're ok in the yellow. He has 208 in demand and 232 in production. He's producing enough energy but the left side of the city is not connected to the right side, so they act as different parts of the grid. As a result of this, the right side of the city doesn't have enough production as it is relying on the wind turbines alone.

All he has to do is run some pylons and connect the two parts of the city (the best way) or build more electricity production in the right side grid and everybody will be happy. For best results you need to keep you grid solid.
