I've been having this randomly occurring problem since installing the After Dark expansion, and it's also being reported now with the Xbox One edition over the Steam Community forums. High density residential buildings simply won't show up, regardless of how much residential demand there is or how "attractive" the area is. I've easily been able to fix the issue by just reloading the save though. Low density zones always seem to fill up without issues.
This seems like something that is very difficult to reproduce, but it's probably related to After Dark stuff. I don't currently have any third party mods or assets, for the record.
