Bug? Germany doesn't call Japan into war, gets beaten early, then immideatly rejoins Axis

As you might know, it is possible to join the war early as the United States by saving up 525 political power and guaranteeing Poland. Figuring out how to beat Germany early took several attempts and there is an element of luck involved, but it is quite a challenging experience.

In my current playthrough, I managed to beat Germany shortly before Christmas 1940 (see screenshot), and Italy a few months later. However, the ai diplomacy was weird. Italy attacked Greece, although Germany had already capitulated at that point (so Greece was then almost overrun by Bulgaria...), and Spain joined the Axis although their defeat was imminent.

Most importantly, Japan sometimes joined the War in early 1940 and sometimes didn't. There is no obvious explanation for this from ingame-logic, the only discernibly pattern is that it often joined the war immediately after I had reloaded the game. In my previous attempt, I had a break after beating Germany, and then Italy called Japan into the war, two months before it was defeated.

In this attempt, Japan did not join the war (only Spain did). After the Allied victory, France enforced 'Change Government' on Germany, nothing unusual (although historically, Germany was occupied for a few years.. there should be some option like this).

However, not even two ingame-weeks later, I get the message: 'Germany joined Axis'. Of course, this is unacceptable, as several 100.000 US soldiers had just died to liberate Germany.

I would assume that this is a bug, If I only understood how ai diplomacy in HOI4 was supposed to work in the first place. I can't be the only one having those issues; I do deviate a lot from the historical course of events, but so does every multiplayer game where a few great power are not played by the ai. The ai needs to be able to deal with a changing diplomatic situation and not just follow some sort of script.
