I'm trying to formalize the BG church in game. I have the perfecti trait, have one holy site, plenty of piety, and the "Formalizing Bogomilist" modifier. It's been 35 years in game, and the decision to formalize the church never showed up.

So I opened up the CK2plus_christian_decision.txt to see if I could fix it, and I found that:

Value was missing an "=", so I added it. Now the decision shows up, but clicking it does nothing. It's available, I meet the requirements, but it just does not do anything.
Any idea what might be wrong?
