Lorraine's culture order should be switched
Lorraine's state cultures are listed as German and French. This is correct, as they had ties to both cultures, unlike, say, Strassbourg and the region of Alsace. However, historically, Lorraine was much more French than German in this period. The people spoke French. The nation was involved primarily in French politics, they were staunch Catholics (although encouraging of the reformation), and they resisted any German sovereignty.
The underlying problem is that in the game, governments can have many cultures, but provinces only have one. When a government establishes a new colony, that colony gets the culture of whatever is first in the list. Thus, all of Lorraine's colonies wind up being German.
IMHO, that's just not right. Lorraine was predominantly French in culture and any colonies would certainly have been French speaking. Thus I propose a simple fix of reversing the order of the cultures for Lorraine.
