Prussia (revolter) doesn't get Memel as core province

The 'minimum' line should be changed like this:

minimum = { 290 289 }

(289 added after 290)

Not the minimum line, the extra line. This gives Prussia a shield there, and also allows them to also snag that province when declaring independance if memel is also in revolt, rather than requiring it.

Wrong, Memel (289) isn't included in the 'extra' line.

And in case you thought the 'minimum' line means 'all these are required', it is really 'any of these is required'.
(a country can only revolt if at least one minimum province is included in the revolt)

Ah. He means it should be added to the "extra" line not the "minimum" line. Problem solved, I think

Yes, I think it'd be better to put it in the 'extra' line than the 'minimum' line, now that I've read his post the proper way.
