naval battle problems

There seems to be some problems with naval battles.

Firstly, there's this whole issue of attack/defense efficiency. Either the modifiers are not being displayed or they are based on nothing. Right now. I have 20 cruisers fighting 40 transport ships. They have efficiency of 100% and I have efficiency of 64%, why? What penalties do my ships have that prevent them fighting at 100%? No modifiers are displayed. Sometimes I am fighting the UK navy at huge disadvantage because my efficiency is so low compared ot them, but there is no reason why and it's really frustrating.

Some things I can dismiss are:
Technology... we both have 25/25 naval techs
Leaders... I have a good leader, UK never has a admiral (yet they still manage such high efficiencies)
Ship differences... I use mainly cruisers, but if ship types affected efficiency then again, why are UK's transports better efficiency than my cruisers?
Fleet sizes... Sometimes I have fewer ships and have less efficiency while UK may have 40+ ships and still maintain really high efficiency.

Another problem is transports in fleets. There is one definite case wher eI am fighting the UK where they have transports and battleships/dreadnoughts. My ships are wasting their rounds firing at transports while their BBs are sitting there firing salvos at me... I remember HoI had some fix where ships wont fire on transports until the end, did that not carry over?

Another problem with naval battles... naval battles progress in rounds... every day a certain amount of damage is dealt to opposing navy. The thing is, a ship must always be reduced to 0% before it can sink. So for at least one round, a ship must be at exactly 0% before it can sink. This is a problem because of two reasons:

Firstly, you cannot sink a ship quickly. A ship with over 0% health will always survive at least two rounds of battle no matter what. Even if that ship is at 1% health and you have 68,000 dreadnoughts against it, the first round will be spent to bring the ship down to 0%, then only after th next round it will actually sink.

The second problem with this is a ship can then flee once it is 0%, and it can sailt o a nearby harbor and start to repair itself! I had many instances where me or the AI is sailing around with a 0% health ship after a battle.

Well.....it is a bug forum and long posts which take their time to get to the point are not always the first to be addressed.

Naval Combat is completely rewritten for 1.02. Ships of a different technological era are an order of magnitude better than their predecesors.

Eh? I thought I was actually pretty quick to the point, but here are some cliff notes:

1. Naval combat efficiency is a mystery
2. Transport ships included with a group of fighting ships will act as cannon fodder and actually benefit that fleet
3. Ships will always become 0% health for one round before sinking, where they can then flee and repair itself (0% should mean sunk like in HoI)
