Empty Provinces and no Immigration
I have three provinces Moab, Lee's Ferry and another one playing as Mexico. They don't have any pops and they never get any. This is also true for some African territories but immigrants never show up in these territories of N. America. The colonialism function needs to be fixed in N. America.
Furthermore the U.S. needs to be fixed, they keep recieving big bonuses with colonists from Europe while Mexico gets none. My Mexico is much more attractive than any of the other nations of the New World but U.S. just gets the big benefits without having done anything to improve their nation while I have a bunch of improvements, including Universal Sufferage. It seems very silly that these lands that are very attractive to settlement are not getting any people because someone hardcoded the population to only come if the U.S. controls the land.
Is anything being done to fix this problem?
