I am continually being notified that I have achieved the "Wizard of Oz" and "Captain Flint" achievements. I obtained the Flint one first, if that matters. I received the pop-up button notification as expected when I crossed the threshold the first time.
When I load a saved game from program startup, I do not get a repeat notification. However, when I load the game from an ongoing session (ie, I load an autosave after playing a few turns), I get notification of the achievements again. After a single turn, the notifications go away.
This has not happened with any of the other seven achievements I have unlocked (steam says I am at 9/71).
