I noticed that Tjeljabinsk and Kurgan are NOT linked! As I have troops in the first one and receive NO supplies!

So bug or not bug?

Moreover I would like to know how Air Tansports can supply troops?

Air transports can't supply troops. The manual is a very unreliable source.

Tjeljabinsk and Kurgan look like they are connected, but they are not.

Don't remember their exact locations... Is there another possible link between the provinces, via another?

It's in that nice area right behind the Ural(spelling) mountains in western Siberia. There is another land route to that province.

I noticed as well that I cannot go from Tjeljabinsk to Isjim either.

There seems to be something that prevent any moves from East to West (or West to East )in that area. Maybe the Ob river.

If it's lightmap related then I'm afraid it won't be fixed

Isn't it so that you can't cross a river if the opposing province has an infrastructure of less than 33..?
