Playing a game as the German Empire. I take the focus Rekindle Imperial Sentiment. Hungary has joined my faction, however Austria has remained neutral. Later when Hungary and I are fighting a war with both the allies and the Comintern, I get the prompt that Austria - Hungary has formed. When I look at them though, I realize they are not in my faction but instead have joined the Comintern.
