I noticed the AI only converts to protestantism/reformed right when they first come up or if forced by zealots.
In other cases, even if their provinces are at close to 100% wrong religion, the won't convert.
Is this bug?

Sweden has Stockholm and most of their best provinces protestants but they are still catholic
