AI retreating for no reason?

I installed 1.02 and decided to run a hands off game to see what would happen. Around 1945 I was getting bored, so I stopped and went in to check out the status of some of the remaining majors (Germany was toast by now) from the inside.

One thing I was particularly curious about was some fighting going on in Spain. Axis Spain had been invaded by the United States awhile back, but the fighting had bogged down at, I think it is Malaga. The province just east of Gibraltar in any event. The Spanish had 10 divisions sitting there that the Allies just couldn't seem to beat, even though the Americans in particular were present in great strength, and had been for months.

I had noticed for awhile now that allied armies would move into the province and fight for a short while, perhaps a day, then retreat. This happened even when the attacking army was larger than the defenders. There were no aircraft involved that I could see. So it was all very peculiar. The only thing I could think of was that the allied units were at very low organization. Like maybe a supply convoy to Spain had never been set up and now they were out of supply.

This turned out not to be the case, at least as far as I could tell. All of the American units in the area were at full strength and had high org values. And in fact I joined the game in the middle of a battle at Malaga, and the Americans won easily and drove off the Spanish. So all I can think of now is that the AI was voluntarily and repeatedly attacking Malaga and then retreating alomst immediately, even though it could easily win.
