additional tech bugs

Again :) I have done some research and discovered something that could be wrong. This time in the German 1936 scenario file.

1. the techs 2200 2201 2202 2203 2209 should be added to the German techs, because Germany already had the prototype for the improved light tank (Panzer II) 2209. Requirements for this tech are the techs 2200 amphibious tanks and 2201 - 2203 basic engine, etc.

2. the Germans also had an Infantry gun 70mm+ long before 1936. So this tech should be added too. (14004)

3. the Germans even had a 100mm howitzer gun, so the 90mm howitzer tech should be added too. (14006)

4. in my eyes the tech "Multi-Barrelled Anti-Air Guns" should be moved from the techlevel "Self-Propelled Artillery" to the techlevel "Basic Artillery Pieces" because Germany already invented them in 1938.

p.s.: all these changes are already included in the German mod.

Just a comment:

While all this "Tweaking" is nice, and we all have our personal tweaks to suggest, 1.05 shoud be a "Stabilized" version.

From someone who's played this game from day 1, please, lets concintrate on "BUGS" and not "Tweaks." Bugs would be:

carrier capacity/function
Aircraft retreat
CTD
(Etc.)
"And A Manual that is Correct !!!"

P.S. Looks like it may almost be there.
